Unable to Transfer Voicemail Messages

I am unable to send a VM in my mailbox to another user. I listen to voicemail, press 4 (G), announce the message, send to user.
User gets me announcing message but no meassage.
I checked FCOS for Give messages to active.

Any ideas.

Is the mailbox you're trying to give the message to in the same GCOS? Is the message marked confidential? Those 2 things would prevent you from being able to forward a message to another mailbox.

Is the person who you're giving the message to, checking/listening to the message via UCA/MiCollab?

I've had several customers who reported this issue, but it ended up being that UCA/MiCollab after an upgrade began nesting the forwarded message underneath the announcement message. You have to click on the little triangle next to the voicemail within UCA/MiCollab to listen to both.
