Then on the Route assignment Route A change type to Emergency.
In this case - don't do that. I'm familiar with this switch.
All your local calls will be emergency calls.
Look at 'route' 11. Copy it's detail and then program a new route. 10 maybe.
Then change the route type to 'emergency'.
Next go to ARS and program your 8911 and 9911 to point to that route.
Test.
Look at system speed dials to be sure that 911 is programmed to go to 9911 or 8911.
You may also see 911* in there. That's intentional to block 911 mis-dials - don't remove it.
If it's not there add it and make the actual number anything other than 9911 (try 0).
This won't help with finding the 911 caller, though.
In maint commands enter "logs re smdr new 20000 match 911"
This will show all the outbound calls with 911 in the string. You may see others such as 5554449911 - that's not your caller.
If logs show no calls at all then check the COS of all phones and trunks to be sure SMDR is enabled for them.
Then check the form "SMDR Options" to be sure things are enabled there.
