Have a customer with faulty hardware however no swa therefore need to remain on current load. Question is can I install mcd4.0 on an MXe III?

Yes if you download the lastest MCD 4.0SP4
It was designed to load onto an MXeIII

Yes it's in the release notes for 4.0SP4. I've got a few dozen MXE-III's running that release for a customer.
