Mitel 5000 wanting 2 night modes

Hello,
I have a mitel 5000 (version 5.1.0.35) with a PRI service containing 35 DID's.

2 of these DIDS are for dispatch lines which need to manually be forwarded to cell phones when dispatchers not in office, but need to ring other phones when on site. 
What is the best way to have it set up so that these 2 extensions can control their own lines, but still have it so others can pick up the calls if the dispatcher is just busy.

Both have 5330 phones.

Create phantoms to forward calls to the cell phones, add a system forward path to route DID calls to the phantom when the phone is in DND.

Phone isn't in DND, it rings. Phone is in DND, cell phone rings.

If the DID rings to a dispatch hunt group, create a system forward path to the hunt group. Apply to the station, immediate forward to the hunt group for DID calls only. Make sure the DND forward path is listed first, or it will be ignored.
