Reading your first post, I bet the VM ports are restricted from accessing the trunks due to Interconnect violations. The default Interconnect assigned to both stations and trunks is 1. Change your Admin sets to use Interconnect 1, Guest rooms to 2, and change Interconnect 3 to be restricted from 2 but allowed to 1.
Ok... I shall try that... is there an easy way to change analogs ... there are 225 individual rooms, which are all analog.
Should be able to do a range change. Go into Analog Sets, click "Change" on the first one, it should let you expand the change to whatever number of consecutive records you wish. Change the drop-down for only Interconnect Number to "Change all to", and enter 2. Preview to make sure you're changing only what you want to change, and save.

Interconnect would only get involved with blocking calls if the interconnect of the set was blocked from the interconnect of the trunk.
What system is acting as the AA? The embedded VM, or an external voice mail system? The reason I ask is if the VM ports are SIP, this is a known bug that is fixed in the software version that was just released last week. My workaround has been to just program a specific line in ARS Digits Dialed that allows the external number to be sent to a route that is not restricted for the AA ports.
Is the speed call an external number? If so, is the "Overrides Toll Control" option for that speed call set for "yes"? Is the Auto Attendant using SIP sets?
Just to verify, your interco should look like this:

You only wanted to restrict 3 from dialing 1.

Interconnect restriction can be used for this as well, I set it up a few weeks ago for a hotel customer. House phones are in Interconnect 1, guest room phones in Interconnect 2, and voice mail ports are in Interconnect 3. Interconnect 3 is restricted from 2, and in addition, we have the VM ports in Intercept Group 3 and have that Intercept set up so that any interconnect violations are sent to the front desk.
Wait.... does this affect the guest's ability to access the voicemail system?
No, the nice thing about Interconnect Restriction is that it only works one way (unless of course you set up the restriction on both). Guests can call VM ports, but VM ports can't call guests.
