Embedded Voicemail Admin TUI not working

We're setting up a new system and will be using the embedded VM for RADs.
The problem is when we log into the admin mailbox it say's something like "That feature isn't available at this time".
Looking at the VM options it appears that it's enabled.
I haven't seen this before.  Has anyone else?

You set all 3 passcodes in VM Options, right? You can't log into the admin mailbox until all 3 are set, I think that started in MiVB 7.0 or thereabouts.
