Hello,

Please see attached file for network packet loss. This is a log from our Main controller. The IP is coming from a phone that is located in a different office. This office has a controller as well.

We are seeing jitters from logs. TFTP slowness at times causing phones to be stuck at "Upgrading HTML app.." takes hours for the process to clear itself. Rebooting the controller will fix the issue but reason for this happening is unknown. Around 130 devices connected, 4 controllers in total including other offices. IP Trunk drops for about 10 minutes to the main controller then restores itself.

Those stats are completely meaningless. You can't analyse anything using a 3-second call.
Get as much longer call up before coming to any conclusions.
 
Having said that, the interesting thing about those stats is that the packets are being dropped in a chunk, not randomly. Still, due to the lack of data, that might not be saying what it looks like it's saying.
 
Whoever manages the network at that office should be asked to look into it. They need to check their switch logs, switchport performance stats, and the same on whatever their Edge device is for that site (eg router or firewall). If this is simply congestion on the WAN then it is something you can fix by configuring QoS properly.
If your other applications are also suffering, you may be able to improve performance (and reduce retransmits, which will reduce congestion) by reconfiguring the TCP/IP Window size to a much, much higher value (4x or 8x) than the default.

I'll have QoS checked.

No other applications are having any issues such as sluggishness. The controllers web interface is very slow as well when we have HTML upgrade message on the phone.

Any other suggestions?

What do the controller logs say?
 
Again, the switchport error stats are the first thing to look at when you are having suspected network issues.
