Mitel 3300 Class of Restriction

Can someone please explain how the class of Restriction programming works. I have found the Class of Restriction Groups form but I am not sure how to program the setting. This page is just numbers and I cannot seem to understand how this works. I have read the help page in the 3300 and I still don't understand it. Thanks for any help you can give me.

In general, the COR form tells you what is restricted from what ARS routes.
On the left hand side of the page is the COR that is assigned to your trunks and devices.
The matrix is where you tell it what ARS CORs it is restricted from.
So if COR 10 has an 'R' on column 9, that means any device with a COR assigned of 10 is restricted from dialing out an ARS route that has a COR of 9.
