Random SSL error that cleared on its own

I was making some changes on our controllers and randomly one of our controllers could not SDS the changes to one of the other controllers.  I tested and connectivity was there between the two and other controllers were able to SDS changes to this controller, but even trying a retry it gave the following error: 

Connection error - the response timed out. 

In the logs we show the following SSL errors occuring at the same time it tries to SDS the changes to this controller.

 MiSocketTCPImpl:: SSL operation failed SSL_ERROR_SSL.
 MSTCPPostErrStack: MiSocketTCPImpl:: (SSL_ERROR_SSL) (error:24064064:random number generator:SSLEAY_RAND_BYTES:PRNG not seeded)

After about an hour and 15 minutes the changes did finally propogate to this controller.  Any ideas what could have caused this since other controllers in the same location had no issues making changes and SDS'ing them to this controller at the same time.
