Softphone dialing external

We have two employees who work from home and have the UCA client install.
They are able to receive calls and call internal extension.  However, they are not able to dial an external number.
We just recently changed the call routing - digits dialed from dialing a 9 to access an outside line to 5.
All internal employee can dial out just fine.  What would be causing this?

The users say when they put in a 10 digit number the application adds a 9.
Where would I go to change that to a 5?

I think with UCA you don't dial external access numbers, at least in our setup that is the case, hard sets dial '9+external number', uca sets just dial the external number.

The two users were dialing externally before I made the change from outgoing line 9.
I put it back to 9 and they still can't dial out.  I see no setting in UCA where it says to use 9 as outgoing.  It is coming from the server?

Here is what I'm referring to.  From the softphone, I can have the user enter 1 and their cell phone number and it will dial out.
If I remove the 91 line in ARS digits dialed the calls fails.  In UCA it automatically adds a 9 in from of the one.  Why is it not using the 5?

In MiCollab Service under pbx nodes, check the settings for your pbx.  The setting in Dialing prefix will be inserted if the number is greater than the extension length value

I think this is added to each user when you create them, it's in MiCollab Server, find the user, under their phone tab find the external phone and there is a box right above where their (real) external phone number is entered for dialling externally where you have to add the digit.
