Could you please give me hint what to check if the EDT SHOW LINK STATUS ALL returns following? My understanding is that the cable (Layer 1) is correctly plugged in but the config may seem wrong.

PRI Logical link number: 1
Layer 1 Status:  GREEN
Layer 2 Status:  DOWN
Interface Activated: TRUE

Layer 2 is, in my experience, the D-channel for the ISDN service on the circuit. I normally see that if the telco has the circuit busied out or otherwise out of service at the CO switch side.

You were right, the line was placed in service by remote side, now it is up.

PRI Logical link number: 1
Layer 1 Status:  GREEN
Layer 2 Status:  UP
Interface Activated: TRUE
