Silent Monitor Questions

I have two questions regarding silent monitoring.

We use silent monitoring on our cluster of 3300s.  Is there any way to set restrictions, other than the accept and allow controls. 

For example: our legal dept wants the ability to silent monitor all extensions in the office.  However, we also have some team managers that have the ability to silent monitor as well.  Is there any way of restricting the team manager to only have the ability to monitor his team?

My other question is in regards to reporting.  Is there any way I can run a report to see a specific person and who they have monitored?  There has been some question of this person monitoring people that are not part of their team.

I don't think there is a work around for monitoring just your group.
(I supposed you could do some really, really, really complex programming involving loopback trunks and COR but you'd have trouble maintaining it)

There isn't a report to show who is monitoring.
