Blocking all but 911 and operator calls

We have hotels that that have common area phones like lobby phones, workout area etc. That we want to be able to dial "O" for front desk and 911 only. We can't have them dial rooms, local or long distance calls. Both the rooms and common area phones have option 204 {call block applies room to room } enabled in their COS. But I still can't block calls to rooms from common area phones..

call block room to room only applies when applied by the attendant, to block common area phones from calling rooms I would use tenanting, form 5. Put the common areas in one tenant and the rooms in another and deny them in form 5

As Panda says, tenanting and cor should get what you want
