have searched the forum and have not found a solution for my issue.  When an internal caller makes a call or is transferred they are getting no ringback. I have checked the "Music on Hold on Transfer" and they are all set to No.

Let me be sure I understand the call flow.

User A has a caller on line, presses xfer, dials user B and then releases the caller to user B.

Who is not hearing ring back?   The person being transferred or User A?

Is User B on the phone when the call is released or is the phone idle?

It just so happened that I stumbled across something on MOL.
This is regarding Level 3 and their SIP trunks.

When doing an unsupervised transfer of call that originated on the
trunk there is no audible ringback to the callee during the
unsupervised transfer.

Recommendation: Level 3 does not support PRACK, support of
PRACK should fix this issue. Please contact Level 3 for updates on
PRACK support. Level 3 does support blind transfer using the web
portal. You can support the desired call behavior by hairpinning media
through the customer’s network before answer with something like a
conference port or T1 loop.
