CEPT link failure

Our network provider has recently moved the delivery point for our E1/T1 links on their network to a different switch and now when I check the link with the dts re PLID command I get "Link is not available, which speaks for itself but this is followed by "relay test failed" can anyone tell me what this is referring to.
I am running MS2009-F-UK-00 Edition SX.Q23.2.5 on an SX2000 lite.

Not sure.
Is this a PRI?
Can you create a loop back plug and loop it up to itself?

Hi Ralph it is an ISDN 30 link with BNC connectors.  I put a loop on the card and the error was still there so I have reloaded the card and it cleared, the link is now connected to the external trunk circuit and working OK.
