need help with STAR app forwarding to external number

I set up a STAR app 2653 with several CRAs 2564 through 2657. I have a greeting on each, and the idea is for each to forward to an external number. I set up phantom extensions and attempted to forward them through feature code 359, but when I call in, I get a recording 'transferring to extension' and then 'extension is not available' The way I want it to work is, the main greeting plays, user presses option of their choosing, gets a greeting 'your call is being transferred to the hotline' and then it goes to the outside number.

Call flow: STAR 2653 - CRA 2654 with 3 greetings - user has 3 choices - 2565 thru 2657 - each has a greeting, timeout destination goes to a phantom ext which is forwarded to a different external number for each of the CRAs.

Any thoughts?

Did you dial the phantoms directly to test outbound?

Yes, and all 3 of them work.

Check SYSTEM/PHONE RELATED INFO/FLAGS, be sure those phantoms are included in MANUAL FORWARD TO PUBLIC NETWORK.

Also - if I call from the outside and dial the phantom extension itself, I get the same 'extension is not available' message.
All of the phantoms are setup as Extension IDs in the Voice Processor.

Jeff, this really sounds like a permissions issue.

The phantoms test okay, so start looking at voice mail. Does voice mail have outbound access?

Yes, my voicemail extensions (2500, 2501) have outgoing access in the trunk group.
Also added the STAR app and CRAs to the outgoing access group and get the same result.

I ended up using 3 extra digital extensions and forwarded them to the desired numbers. So far it's working, but still curious why the issues with using phantoms.

If you create a user for the phantom and set up DEE to the outside number, it should work. Remember to set the forwarding flags under the phantom to forward immediately.

Is there anything different between the phantoms and digitals? Maybe copy and paste attributes of the digitals to the phantoms.

STAR to CRA to phantom is something I do all the time without issues.
