VM Ports Randomly calling operator

I have a 3300 with embedded VM. My operator is randomly getting calls from the VM Ports and when she answers there is nobody there. This is happening 4 or 5 times per day. I contacted our local Mitel vendor and they said it sounds like people are getting voicemail dialing zero then hanging up, and there is nothing that can be done. Does anybody have any other ideas?

The COS of your VM ports is not correct.
There is an option, (I don't have access to a system right now to look it up) that says the user must hit a button for dial tone.
It's something like "auto off hook" or something.
That option must be set to no.

The only thing I can find is Multiline Set On-Hook Dialing is "On". Is that the one that should be off?
