We found two different behaviors in call transfer.
1. If the call is transferred from DUT1 immediately as soon as the PSTN B number is dialed, ringback exists.
2. If the call is transferred from DUT1 after PSTN B started ringing, there is not ring back(MOH exists).

Call flow is as follows:
PSTN A (214 250 0685) calls DUT 1 (6468477620)
DUT 1 answers two way audio present.
DUT 1 presses transfer
DUT 1 calls PSTN B (9405358999)
DUT 1 Presses Transfer to complete the transfer
PSTN B rings PSTN A does not hear ringback
PSTN B answers call
Two way audio is present
PSTN A terminates call.
I am in Version 7.0 PR1 Software load: 13.0.0.83
I have attached the trances for reference.
Looking at the packet capture for the call with no ringback, packet 2652 pauses audio on the incoming leg
(to DUT1) through "a=inactive" for 6 seconds until packet 2964 from the Mitel takes the call off hold.
The call with good ringback has the "a=inactive" from the MiTel at packet 3473, however, audio is resumed 300ms later on packet 3500.

Is there any SIP peer profile settings or any other settings that can resolve this issue?
