Hot desking questions

We are testing hot desking in our organization and are trying to figure out a couple of things. We are in a clustered environment with 7 3300s. I am experimenting with it configured at 3 of the 7 sites.
When not logged in the set says LOCKED and can receive calls and make emergency calls. But am unable to make or receive normal calls. (Internal or External) Is it possible to configure the sets to have the ability to make and receive internal and external calls without being logged into the phone?

Yes, just change service type field from "IP Device Only" to "Full".
Note that this phone will now consume an IP User license

A phone set a device only will not allow any calls except to attendant and emergency.

You will need to set it as a licensed set to be able to call normal numbers. You can still log in over the top of this with a hotdesk user if needed.
If you need to do this with every phone you will essentially need double the user licenses  :o
