Call Transfer Recalls

Hi Guys,

Hopefully one of you expert Mitel techs can point me in the right direction here.  I think there is a problem with one of the COS timers but I'm not sure which.

Issue:  If user A tries to transfer a call to user B while user B is already on the phone (busy), the call rings twice on B's phone then is recalled to A.  What I would like to happen is for the call to either wait on B's line, or go to B's voicemail.

It's the transfer recall timer.  The question is, though, which COS.

Try changing the COS of the transferring phone 1st.   
If that doesn't work, change the COS of the trunk.
It will be one of those two.

That was my inclination as well until I set the No Answer Recall Timer to 100 and the Answer Plus System Reroute Timer to 105.  Calls are being recalled at 25ish seconds.  This is only happening to a small group of ACD agents.  I am on site now testing and it is happening whether the transfer destination is busy, or just doesn't pick up.
