I may have a solution to this in my back pocket.   Developers would like to know if there is really any interest in this.

I am not sure what you are saying here...

Are you asking if people want to block based on DID number, meaning the DNIS digits, or what the caller dialed? Isn't that simple already, just don't have a destination and adjust the intercepts accordingly?

Or do you mean to block a call based on it's ANI or Caller ID?

Or am I missing something entirely...  ???

Blocking incoming calls based on the ANI.
I now may have a way to do this and I'm wondering if it's worth my effort to "lab it out" and doc it or not.
It's not a simple thing to do but in theory I may have a solution.

Don't currently have a need bu tit would be nice as an option. Any kind of call blocking we have needed has been done through a Nupoint or IVR which is not always the best way.

I was told by a sales type that Mitel was considering adding it to the 33000 in the future. Who knows?

That would be the best way. If I could confirm that Mitel was going to implement it I wouldn't create my solution.
Doing it natively would be the best way.
