5330 IP phone "Blue Button"

Would anyone know how i change the functionality of the Blue button on a 5330 IP phone?

I need to set the button to open up Applications instead of settings.

Only 1 of my 5 office locations can open applications with the blue button.  I thought it would be a COS, but we have data sharing on, so all branches have the same COS.
