UCX dialing rules for the UK

We're having problems coming to terms with the dialling rules for UCX, having just installed it for the first time

When I type a number in the "Sample phone number" box the following is displayed in the "Dialled number" box:

-When I reach 4 characters "00" is appended to the number i.e. 0123 > 000123
-When I reach 7 characters "00" becomes "001" i.e. 0123456 > 0010123456
-I need to reach 9 characters before the number reverts to what I have typed

Extensions are 3 digits long, all other numbers should be dialled with a 9

-UCX is correctly linked to the desk phone, put seems to never dial the Outside Line digit (9).
-"Handle Calls Using" >"Don't dial digit for outside line" is not checked
-None of the "Advanced Dialing Rules" are selected.
-Country is set to "UK", Area code to "0207" and "Dial Area Code for Local is set to "Yes"
-No "Long Distance Prefix" or carrier codes are set

Any suggestions?
