restrict access to a certain number.

We have an extension 4096.  A group has asked that noone but extensions 4050-4055 be allowed to call this number.  Is this possible?

You could either use tenanting or interconnect to accomplish this provided that 4096 is an actual phone not just a line appearance.

I just read up on interconnecting.  Currently we are all on interconnect 1. Would I just assign 4960 interconnect 2 then create a class of service which allows transfer to interconnects and assign the other numbers that COS? That seems to simple.
