Does the IP address of the E2t come over with a data restore?

This being a data restore onto a new controller

I don't think so. 
I think if you need to reset the IP address of the E2T you need that special cable.

if its a new controller (MXe) then you can putty to RTC ip address port 2007 to communicate with E2T.

I actually haven't seen one in a while.   I work in our Remote Services Center servicing our Mitel product line so there isn't much need for me to touch one.
In the original 3300 controllers, if you wanted to statically set the IP address of the E2T card you had to remove one of those round metal plugs in the bottom of the controller and connect to it with a special DB9 to DIN (round end connector).   From there you talked to it like you would the RTC.   

We've only ever had a couple of customers that needed to set a static IP on the E2T so we only had a couple of cables that floated around with the field techs.

I think the E2T should get it's IP from DHCP.
Usually no need to change it.
If you needed to mess around with it you could use putty.

E2T is set by setting a DHCP Reservation called E2T that is the important part and then also the MAC address of the E2T that can be found on the controller label.

It was a PS2 cable...and yeah, it was always like whack-a-mole popping the plugs off the bottom of the controller.  I think there were like 3 or 4 different metal plugs and both times I ever needed to use the cable I'd end up popping at least two of them before finding the right one.
