license needed for SIP panic button MiVB 9.2

We are adding 12 SIP viking panic buttons (PB-3-IP) (that will contact an internal ring group) to our MXE III 9.2 system and will be adding additional licenses for those.

We want to add licenses as cost effective as possible, so with the choice of single line, IP user or Multi Device Users, which one would be the best?

Thought about this a bit more and think depending upon the amount of simultaneous calls perhaps a single sip trunk could be used and that would just require the one license, not sure but would think the endpoint would send some type of identification during the call. Might require to run them through a nat router to get the peer to work, or perhaps an always on would work on inbound.
