Analog trunk stuck on Releasing

Can someone explain why an analog trunk port would be stuck on releasing??

Also is there a certain config for the Trunk if I want to use it to connect to a paging system??

Stuck releasing usually means no talk battery. Don't think there is much needed to do paging out of a trunk port I make it 600 ohm and I might also limit time as I have seen this get put on hold
