Is there a way to only allow specific calls inbound

We have a customer that is an elderly living facility.   They have a resident that only wants specific calls to come to here apartment.  All other calls they want blocked.  I have been trying to research this but I am coming up empty.  I have seen al the discuss for blocking specific calls but nothing to only allow specific callers.

Assuming the allowed callers would only be calling the one resident, you might be able to use Caller Based Routing. Add the allowed numbers as Allow-list entries with the resident's extension as the destination number. Then any incoming call on any trunk with that caller ID will be routed directly to that extension, no matter what DID they actually dialed.

This did work, technically.  Unfortunately the family needs to call the front desk at the facility too and when the call that DID it is also going to the apartment.   Any other ideas that may accomplish both?
