Forwarding to external number from MLAA.

I've been beating my head against the wall over this problem for a week now.

I have an MLAA, and I want one of the options to forward to a cell phone. Currently I have a phone/user set up with a call forwarding profile to send all calls to an external number.  When I press the option, I get the "you are being transfered to xxxx" message, then dead air for ~8 seconds, then the user's voicemail. Transferring to an internal number works fine.

I suspected it was a COS/COR issue, but I can set that phone's COS/COR to the voicemail COS/COR and dial its DID and I get transferred just fine. It only seems to not work when trying to transfer from the autoattendant.

Any help would be highly appreciated.

Well, I trial and error'd myself into a solution. Setting Public Network Access via DPNSS in the voicemail COS seems to have fixed the issue. Not sure what this setting is or does but here we are.
