There so many places to configure CESID.
Zone, hot desk phone, hot desk user.
What's the order of precedence? Does one override the others if they don't match?

When testing at my site...
The Hot Desk user CESID was not picked up.
The Phone extension CESID was.
They were set different. In short the CESID applied to the extension was seen.

For Hotdesk users I thought it will use the CESID of the base station DN, not the Hotdesk extension.

When testing, be sure the call goes out an "emergency" route. I believe that's when it picks up the CESID of the base station.
I usually set up an E route to my cell phone so I don't have to call the actual emergency services people.
