multiple destination

Looking for a way to have an incoming call go to the receptionist and after 4 rings if she doesn't answer it goes to 3 other employees' phones. Without putting them into a hunt group because the wish to forward to their phones later.

You have to create a hunt group.

What is the requirement to forward phones? Which phones and where will they forward to?

Sure you can; hunt group calls just won't follow.

What do you want to happen to the call after it rings the reception phone and the additional three phones?

Just to ring to the receptionist and if she doesn't answer after 4 rings it rings a small collection of phones and if they are not in the office and they want to forward their calls to their cellphone but still get those incoming calls in that order

They can have their personal calls forward off site, but the hunt group isn't going to hunt to a cell phone.

The only option I can think of is to have the hunt group recall to a CRA that times out to a phantom that's forwarded to one of the cell phones. You can use a Configuration Assistant to change the cell phone desired.
