R9.0 migration

Is it really necessary to make a custom repository as is shown in the Business migration tool or can I just extract the zip to c:\program filesx86\upgrade files\9.0.0.193 then use the internal repository and point to c:\program filesx86\upgrade files  . I have a customer running 14.0.3.37 who is wishing to go to 9.0 My thoughts were to wait a while but they seem ready to go . Any input would be appreciated as this would be my first experience with the new software

That is all I did... Extract to a directory, and point the upgrade tool to the directory, it worked fine.
