Incoming calls not working error 480

I've got a set of DIDs that have been working for months now cannot take incoming calls. I get a SIP status 480 temporarily unavailable when looking at the trace from the MBG. Vendor sees the 480 from our side so they think the issue is us. Not saying it's not but I'm not sure where else to look. There's connectivity between the vMCD and the local PBX and local pbx and MBG. The DIDs are sure loaded in the SIP peer profile. All other DID's that use this same carrier are working fine.
