BRM-2 DSP Download Failed, Mainboard fault?

Got a newly installed system with a BRM-2, won't come online, logs say:

[25Oct17 16:55:33] bri_app[INFO]: Put DSP into reset
[25Oct17 16:55:33] bri_app[INFO]: dsp clear reset
[25Oct17 16:55:33] bri_app[ERR]: DSP 1 download did not verify at address 0x006B. Value 0x0002 should be 0x8204.
[25Oct17 16:55:33] bri_app[ERR]: verify_single FAILED!
[25Oct17 16:55:33] bri_app[ERR]: Download Failed, trying again . . .

Found another BRM-2 of unknown vintage in a colleagues van that is doing exactly the same thing.

SLM4 work in the same slots.

Anyone seen this before and was it the mainboard on the chassis or software?

This was a faulty mainboard if anyone is interested, had a new HX and mainboard delivered, put the compact flash and BRM-2 into it.

Booted up and working straight away.
