Music on phone

Are we able to play music through the phone as we did with legacy PBXs?

I don't want music on hold. I want the user to be able to press a button or dial a feature access code and listen to a radio station.

You can still play Music through the phones.  Set your COS and add a Music button to the phone.
The music key simply plays what ever MOH is playing.  I don't think you can stop the MOH aspect of it, though.   
However, You may be able to set the trunks in a different tenant than the phones - that may resolve the not playing MOH for callers.
