transfer call issue from console

when I receive a call from the 5540 console (reception)  internally, I can't transfer the call  or put it on hold.
Is this normal?

Is it possible to change this, so users can transfer calls from reception (5540 console)?

A user can't place an attendant call on hold therefore can't transfer it.
