Disable "RING IC ALWAYS" Feature?

Is there a way to disable or prevent the Ring IC Always feature?  I have a client that wants the phones to always ring.  And while I've set the flags accordingly for each extension, a user does still have the ability to turn it off.  Meaning when they dial an extension, it rings the phone once and then they are on the speakerphone.  They want to disable this so that nobody can override it.

Both users would need to turn it back on - Ring IC Always on the transmit side and Handsfree on the receive side.

If you enable IC as a forward condition in the station forward path, it will override Handsfree and the user can't enable it.

If you want phones to ring for inbound internal call instead of "splash" onto handsfree, you need to have Ring Intecom Always ON for everyone and Handsfree OFF for everyone. This feature has been around for ages and this will fix it
