Unanswered calls go to Auto Attendant after 60 seconds

I have two Ring Groups that overflow to each other. Each group rings for 20 seconds. A call comes in and rings group 1 for 20 seconds then group 2 for 20 seconds and then Group 1 for 20 seconds and then goes to the main auto attendant. There are no reroutes programmed for the groups only the Overflows. The customer wants these to groups to overflow to each other and never route to the main auto attendant.
Is there a way to disable this option?
Made changes in the COS and Call Coverage forms for these groups but it had no effect.

I suspect that what you're seeing is a recall on Ring No Answer. 
That happens when you come in through an auto attendant and the call is xferred but is not answered in X seconds.  That's a COS option but I don't think you can disable it, you can only change the amount of time before it recalls.
You're probably going to be better off using ACD with a RAD rather than using ring groups.

There are two RG which are programmed to overflow to each other.
In Reroute First alternative, somebody programmed 8996 due to which the calls are routing to AA.
