Setting up forwarding Paths or Hunt Groups

With the pandemic, everyone is working from home.
We've got phones twinned to mobile devices currently.

How do I set up so that if a person can't pick up their mobile phone it cascades to another extension for that person to answer?

I've tried setting up a different forwarding path but it doesn't seem to activate before going to voicemail even if i shorten the timers. I'm wondering if that's because all the phones are set to twin to outside mobile devices.
I've also tried setting up hunt groups but I'm not sure how to activate them.

Can anyone offer a walk through guide? I'm new to programming MiVoice office 250 DB programming. We've got Mitel 5440e IP phones.

Are you using Dynamic Extension Express? If so, just add it as a destination and put it in the DEE Steps.

When DEE is active, System Forward path does not apply.
