Mitel 3300 - Allow Phone to Dial Only Specific Outbound Numbers

We have a problem with clients placing personal calls on our waiting room phone (which is supposed to be reserved for calling partner organizations).

Is it possible to make outbound calling more restrictive? I would like to restrict outbound calls to a list of acceptable numbers on that particular phone. It doesn't necessarily have to block long distance calls, but I would like to prevent calls to numbers that are outside of a set of predetermined parameters.

The common way to do this is enter the numbers in ARS and build a special COS that only allows calls to those numbers.

The alternative would be build a list of numbers in System Speed Call that over ride toll restriction, and restrict that phone to just local or internal calls, but dialing one of the speed call numbers would be allowed.
