Hello,

If we are using IP helper (pointing to PBX DHCP) in the switch with VLAN 10, do we still need to program LLDP?

You don't program LLDP as such. LLDP works at Layer 2, where as an IP Helper is Layer 3.

You still need to have the voice vlan tagged on the switch port either way, so with a HP it is with the "voice" command on the vlan (along with tagged x-y), or cisco it's with the "switchport voice vlan x" command in each interface.
