SIP and Toll Free Number Changes

I just heard that the FCC made a change regarding Toll Free numbers and SIP Providers.

Here's the issue:
I have a customer that displays their toll free number for their caller ID.   
As of May 1, 2012 they are no longer able to call any toll free numbers.
The SIP provider will no longer accept a call to a toll free number if the source is a toll free number so the call is blocked.

This is causing us a bit of grief.   Carrier says this is a FCC change and there is nothing they can do.

That's really a very strange thing to know. I mean why they are having any problem if someone is calling on a toll free numbers by using another toll free number. This doesn't seems to be fair from any point.
