calls from external to external not working

A user calls the main line gets the phone tree and eventually chooses 2 then 1 from the menu nodes. the call then is transferred to an extension 161 which is set to fwd to 91XXXXXXX (cell phone # redacted)

the problem is: this works internally with no problems.
but
when the called party answers the ringing phone on his end (his cell phone) it quickly disconnects, and the original caller reroutes back to the phone tree message.

i have included a little bit of logs that i was able to pull today but even my mitel support cannot decode these.

It looks like you are sending the call from this controller to PBX2.  This doesn't appear to be the actual outbound call.  Do you have the COS / COR allowed to external forward on the other PBX?  Trunk to Transfer enabled on trunks?  Two B Channel transfer allowed on trunks? Seems like a COS / COR issue if it works internally when dialed but not for a public call.
