Call Divert not working from a certain external line??

Hi,

I have a Mitel 3300 setup and a couple of members of staff have a divert feature key to each other. Testing from my mobile the divert works as it should but calls coming from a certain office externally seem to bypass the call divert on the handset and just ring out on it? I have checked the settings for the diverts and re-applied. Any idea what could be causing this?

Are these phones part of a group?

The 2 numbers in question are in a pick-up group together, no other groups though.
