Handset volume

I have a customer with MiVoice Business 7.1. 

We set the handset volume saved to YES in all IP phones COS.

It still reverts back to the default setting of 3 when hung up.

Two questions:
1) How do I increase the default from 3 to 5? Don't see it in System Options.
2) Do the phones need to be rebooted for the new setting to take hold? I have seen conflicting posts about that.

Increase volume to highest, then step back one.
It will not save the highest possible volume.

It is not saving regardless of the new setting.

Have you got a different CoS for handsets as opposed to hotdesk users?
