I've asked one of our Junior techs to see if he could compile a list of open source tools for our office.
I'll see if I can post what he finds.

No tools really, just a good understanding of design, and being able to discuss with the customer what they think they have, what they think they want, and then looking at what they actually have and advising them from there.

Even without doing the exam, having a look at the CCDA material is a good place to get some great design basics, as long as you have some basic practical understanding and experience.

I was more looking along the lines of being able to simulate  traffic to remote sites and generating an executive level report to give to the customer.

I was looking at NetIQ but its ~20K
