War-Dialing Loan Scam

Going out on a limb here in hopes that someone out there has experienced and solved a similar problem. We are getting "war-dialed" and can do nothing about it. The calls started to our main number, and now they cycle through many DID's. The caller keeps demanding to speak to an employee, and we have asked them to stop calling, told them that we have reported the calls to authorities, FBI, FCC, PUC...they don't care and threaten to call more. Our carrier, AT&T, can do nothing to block these calls. They are coming in as "unknown" and 781-443-7324. The person calling represents himself as "Michael Cena" and refuses to give any additional information. Trying to call back to the number, we reach either "call cannot be completed", "a voicemail, or someone answering as Agent xyz. When a warm body answers, they provide various company names including, Lee Mass. Police investigation department. Is there anyone that is going through or has gone through this??? Pulling our hair out!

Did you actually report them to the police?
That's the next step.
You may want to go through your smdr logs to be sure you don't have trunk to trunk transfers.
I'd suspect they're looking to get to your VM and then trying to break out.
Sometimes they'll ask for ext 900.  Be sure to block 900.  (Read this article on the extension 900 scam)

Can't block them so call the cops. If they are asking for the same extension each time then check that phone is not forwarded somewhere.

I recently got hit when someone figured out the passcode for a mailbox, entered an international number in the cell phone then was able to call back the extension and "To contact this person's cell phone press 'c'"   
Carrier caught it.   I then locked everything down.
Don't know who changed things to let the VM ports that kind of toll access.
