Resilient keys

I am attempting to enable resiliency on a few sets but cannot get the keys to share using SDS. Tech support was extremely helpful this morning by telling me to read the directions online to set up my cluster. Which isn't the problem since the cluster has worked just fine for three years, and the sets will fail over (no buttons).

3300 all rel 9.0 UR2
SDS has been told to share the multiline set key assignment form.
The sync will pass, but it doesn't copy any of the data I wanted.
I initiate the sync from the sets primary controller.

Any ideas on how to make the buttons on the secondary controller be programmed as anything other than "not assigned"?

It turns out that the sets had a Phone App button programmed from way back that did not have an app assigned to it. This it turn caused the secondary 3300 to reject all records.

Deleted button and everything works great.
