Mitel MiVoice Business/MCD/3300 / How can I stop staff turning down the ringer on their phones?

I have a department that never answer their phones because they turn the ringer down! They say its because the ringing phones make it hard to concentrate, i disagree and am convinced that they miss calls because of it.

How can I turn them up and then disable the feature to turn them down? Is this possible? The phones we are using are Mitel 5312.
