Restart the services on the call recording server, this happens a lot and there are batch files located on the server somewhere from memory but may need to be modified to stop and start the correct mitel service.
You should be able to run a notepad as adminstrator and add lines as per below just check the Mitel driver in use:
To stop all services add this text to notepad and once complete save as .bat file on the server desktop as will need again in future:
Net Stop OAISYS.Services.NetServer
Net Stop OAISYS.Services.Alarm
Net Stop OAISYS.Services.DataAccess
Net Stop OAISYS.Services.DatabaseUpgrader
Net Stop OAISYS.Services.Email
Net Stop OAISYS.Services.ALI

Then to start the services again do the same with below text:

Save the files as .bat once configured and save to desktop as will need them again and is the best way to resolve this issue, it will stop the call recording admin and management studio from running and will not record any calls while services are down but only take about two minutes to complete.
